No. I think that person is basing their report on Haley's Indiegogo post. 60 days = two months = February and March. Realistically, if there is a a two-month window to raise the money the video would probably be finished a month or more after that. Fundraising considerations aside, launching the song as a single before the video is ready would not make sense to me.

14% of the goal ($4,182) in 1 day out of 60 is looking pretty good compared to other indiegogos. I suspect it will slow and then pick up speed near the goal date.

Just freestyling here:
-It also might mean she is making a statement of the type of artist she is, in a way, communicating that this is what they get if they sign her. Controlling the image rather than signing with a label that would want to 'change' her.
-Shows that she's collaborative, versatile, and willing to work
-a "call to arms" to a fanbase that has, frankly, been starving for any Haley news. Also to interested labels, that she's ready to deal...
-the time to risk to try to create a vision is when you are young, a free agent and more likely to take risks than when you are older, more 'established' and less likely to take a chance.
-She's got songs in her saddlebag, has been learning the business, formulating what she wants to do, this might be the beginning, a first step of it coming together...

I know everyone wants to look at the positive. And I agree that it's definitely possible, that if she raises the money quickly and releases a cool video that goes viral (which I imagine, is probably partially what the money is for..) then she'll be noticed by a few labels.
But the bottom line is, if she's looking at crowd sourcing, then she's probably not anywhere close to being signed currently.

I think, "Bottom Line" and "not anywhere close" are misleading, she may have had offers that didn't hit her requirements. Can you say for sure there is no interest? Or is it more accurate to say that she may be considering opportunities, but none are what she's looking for?
It's mostly agreed, she was treated very poorly as far as promotion and support at Interscope. Her Team and Management have also, mostly, let her down. Yet she refuses to dish about her disappointment, that's why its' easy to forget what she came from. She NEVER complained.
I can't hold it against her if she is more careful/selective, now that she has choice, with whom she wants to work with in the near future, and didn't sign with the first suitor that came calling...

I have to believe that's the case. That Haley has been a little pickier and probably wants creative control and an assurance the label and management will treat her right. Because she's the absolute total package, and she's made a lot of connections..
But I'd like a Haley LP this year.

I read this, after Carolina posted it over at IDF & wondered if Haley had said something about a March release date, to this blogger, as well. I suspect Miguel is right but kinda sloppy reporting, on the part of the blogger, to come up w/ Feb 17th + 60 days = March release instead of mid April though. I think it also said, this will be Haley's 1st single off of her upcoming album, but is that also just an assumption on the part of the blogger?
