I am not in the music industry, but my .02 here....
Since Haley is writing songs now, the songwriters and the producers are probably working with her with the understanding that if they come up with songs that end up on a successful CD, they will all benefit. So, it is possible that this exercise does not "cost" anything other than their time. It's more like an investment for everyone involved.
And regarding studio time, it is possible that Rob or his associates have a home studio or something similar and can record demos that can be played for prospective labels.
I am thinking the goal here is to come up with 10-15 songs in demo form that can be played for possible labels. In this way, Haley controls the conversation in that she has determined what kind of sound she wants going forward and wants to sign with a label that supports her direction.
And, of course, I fully support the notion that a real musician is a gigging musician, so I am hoping that she is also going to be focused much more on touring in 2013 once things are settled.

While they stand to make royalties, I think they are also being compensated for their time. Hence Rob's reference that it was like getting paid to party.
In regards to demo quality, the article on Drew Lawrence that I linked to included this exchange:

OLE and 19 management and entertainment are different entities. So I wonder if OLE has something to do with financial backing or is it just on the shoulders of 19? Hope Hales isn't useing her tip money
