As far as I know, the view counts. In the YT analytics, there's also a stat for viewer retention, aka how long the viewer watches the video for. Same with the playlist views, there's how many views, how long the playlist was viewed. That explains how I can have 700+ playlist views, yet I have videos only viewed 300-400 times in that playlist. People skipped over songs to songs they liked in the playlist, didn't watch entire thing.
