One would expect a rise in traffic with the promotional push tied to "Free" and "Listen Up!"
The stats for April 20 don't appear accurate though. Haley appeared on American Idol March 23 and it seems unlikely traffic would drop by 2/3 in the month following that. She kept busy that month: http://haleyfans.com/forumdisplay.php?fid=41

The peak for Durbin on April 20 is probably tied to his April 12 appearance on Idol. He experienced a sharp drop the next month. So a big falloff is not unusual. Haley began climbing again in May because she was heavily promoting the release of her album and that was in the news cycle. If the numbers are to be believed though, Haley had 3X as much traffic at her peak than James did at his peak. Some of that I think is due to her having more international fans. And all the "follows" they do on Twitter on her behalf.
