The A&R director of Atlanic is Shawn Barron. They have rubbed elbows before:

God, I hope that is in the works. Nothing like giving Interscope the big FU and moving on for Haley. I've gone through a gamet of feelings these last 24 hours. At first I was actually thrilled when whe I heard they spilt. It was obvious they had given up on her and I was starting to think even before this happened that she should just leave and go for it on her own, which I still firmly believe. After sleeping on it, I realized that it's show business and not show friends, and that's really what it's all about. But I'm still damn mad. Didn't Interscope see what a fine product they had with Haley and Listen Up? Why didn't they put more effort into it? Having "Haley" follow tens of thousands of people on Twitter? That was part of their marketing plan? Seriously? It just made her look desperate. No, not really Haley, but those folks that were followed didn't know any better. So frustrating. However, I admit I know nothing about the music business,and I firmly believe everything happens for a reason. I still believe in our girl. As she showed us on idol, when backed into the corner, she just pounces and growls her way out. I'm keeping the faith and am even more encouraged about her future than before this happened.

Yeah, I'm pretty sure, Interscope owns Listen Up. Haley could go to another label, but they'd have to promote a new album, which is great, but also sad, because the greatness that is listen up will be lost.

Seems that is likely a standard practice. I imagine if you offered them enough money they would relinquish their rights.

"The exclusive right to publicly perform a copyrighted work means that only the copyright holder of the song (the songwriter) may, for instance, play the song in a club."
Haley might cash in if a big name were to record one of her songs from Listen Up!:
"This means, for instance, that every time Columbia Records’ version of Whitney Houston singing Dolly Parton’s song “I Will Always Love You” is played on the radio, broadcast on TV or performed by Whitney Houston in concert, it is Dolly Parton (and those who represent her) who receive the public performance royalties from the PRO.
