That doesn't mean 11 months is a long time.
If he had announced a "Born This Way" tour 11 months after Lady Gaga released Born This Way people would have made note of it.
It's not all that important to me but..
its more the Generic part of the term Listen Up , than the timing.
If the album were Listen Down ! and he called his tour Listen Down .. i'd be more inclined to razz him for it. Born this way ... that's part of a common phrase.. but not one generally associated with music ...and yeah.. i'd think 1 year might raise some eyebrows with that.
The main part is.. fan's would make Haley look pretty silly if they got up in arms about a common name.....
just for perspective i started googling the names of Listen Up songs one by one.. and ..
I'm just including one of the possible examples for each:
here's another oh my that came out concurrrently with haley's. there are a few others too.

cut 2 on the album free .. here's a couple

(did she copy haley .. i think a coincidence might be more likely

cut 3 Liar

---
cut 4 wasted tears Haley has a more exclusive claim but her's a motown like group called "the dells" with a song of the same name
--
cut 5 undone
that guy just put his undone on the web in 2010 ...
---
cut 6 now that you're here.
ok.. only got as close as "now that you're NOT here" in a quick search
---
cut 7 wonderland
ok... i'm getting sort of tired
I didn't try to find them all .. just did it quickly
Point is.. musicians just don't own song or album names.. most have been used repeatedly.
probably why bands had to already resort to odd things like "lead zepplin" even 45 years ago.. to try to have one part of them unique
LOL here are a few more on ONE album name
Yesterday and Today
Beatles album 1966
Name of american rock band .. that later changed their name to Y&T
Self titled Album of that band 1976
Yesterday and Today. Tokio Japanese band album 2000
Lynyrd Skynyrd concert show compliation (post Ronnie) 2001
Yesterday and Today - The Field (group?) 2009
Just another example of album names not having a lot of exclusivity
yeah. they were more than a year apart.. but heck. they were also taking a name that the Beatles used .. but I guess had a generic enough meaning that none of them thought it was connected to the beatles in any closely associated way
