I know she's mindful, maybe needs reassuring, in order to proceed and not be halted by waiting until things are perfect enough (which is kind of ironic and counter intuitive for someone who is so excelllent at "first take" recordings and an on the spot, spontaneous scatting superstar

) But for all intents and purposes everything was set for release last year, Promo photos were in the can, the video was all ready for "Better" they even had a release date as well.
If by 'delay' and perfectionism, you mean the treacle slow progress of the "Label situation", I think she just wants the right alignment of things before she accepts any kind of commitment. I think she thinks she holds leverage and is quite willing to wait to get the deal that fits what she wants, enough control, especially waiting if something like the popularity of CHFIL plays itself out first. It's still on the rise. The more popularity and recognition it gets, the more leverage Haley has.
In the mean time, Ole's been able to make Haley's songs money makers, which means she has an income stream and backing of Ole, so there's no hurry to make a 'hasty' decision. She has indicated that staying an independant is still an option (Not to mention how HUGE it would be if #FiFF gets picked up.... voice over work is lucrative, another revenue stream

I understand there is a clock that ticks on anyone's career and sometimes opportunities appear big, maybe too big to pass up. I guess it depends on what you want for yourself, the only thing we know, career wise, Haley wants, is that she can make a liiving making music... How big a star does she want to be? Does it matter to her, trading in control of your private life and privacy for the chance at instant superstardom?
That is not to say she wouldn't go with the flow if Superstardom happens to be dropped at her door step
