It was a brand new account and a computer program probably looks at that versus the activity level. Every day you'll see several "people" tweeting Haley congratulations on being signed. I believe these are spam accounts pulling old posts from a database to season the accounts. I tried to contact Twitter and tell them to look for that tell-tale sign but it fell on deaf ears apparently. This song was so good at a b-b-q tonight or do you only use the @ if you think it's something they'd want to hear ? Or, do they only see stuff if they're following you so you can use @celebretyX all you want without wasting celebretyX's time? Probably, I personally refer to this incarnation as trendbots because they pick up on trends and repeat them but add their own expressions and a link they want people to promote. Only tweets that strike a chord or contain new information are likely to be retweeted. If you tweet @HaleyReinhart anyone searching for HaleyReinhart will see the tweet. If you have followers, whatever you tweet will show up on their feed. A big reason some people establish "trend" accounts is to avoid cluttering up their followers' feeds with repetitive tweets.
