Probably, I personally refer to this incarnation as trendbots because they pick up on trends and repeat them but add their own expressions and a link they want people to promote. So be wary if you're ever checking out tweets from a trend and see a link.

Yes. Trends are supposed to represent what the twitterverse is talking about at the moment. So the more people that are using a phrase or a hashtag the more likely it is to trend.

You can tweet whatever you like. Most tweets are of little substance. Only tweets that strike a chord or contain new information are likely to be retweeted.
If you tweet @HaleyReinhart anyone searching for HaleyReinhart will see the tweet. If you have followers, whatever you tweet will show up on their feed. A big reason some people establish "trend" accounts is to avoid cluttering up their followers' feeds with repetitive tweets.

Yes. No. Celebrities can search their own name to see what people are saying. When people suspect a celebrity may doing that they'll say they're "creeping" their tweets.
